Scott M. Hinesley, P.E., RRC

Scott M. Hinesley, P.E., RRC

President

Mr. Hinesley currently serves as the President of REI Engineers. He graduated from North Carolina State University with a Bachelor of Science degree in Civil Engineering. He earned his North Carolina Professional Engineer License in 2000 and his Registered Roof Consultant certification in 2001. He is a licensed Professional Engineer in 8 southeastern states. With more than 19 years serving as a building envelope consultant, Scott has provided engineering leadership on a variety of projects throughout the eastern United States. These include zoological parks, federal government buildings, data centers, financial institutions, college and university facilities as well as countless K-12 school districts.

Scott was recently elected to the RCI Board as Director of Region II which encompasses the Southeastern United States. He volunteers as a member of the RCI Ethics Committee and previously served on the RCI Interface Technical Peer Review Committee. In addition to participation in RCI, Scott serves on the Board of Directors for the NC Chapter of the American Council of Engineering Companies (ACEC/NC) where he is an active participant and Board Liaison for the Buildings and Infrastructure Committee.

Scott is a husband and a father to two active boys. When out of the office he enjoys reading, golfing, camping with his sons and traveling with his family.

Executive Vice President

Mr. Tyner graduated from the Citadel with a Bachelor of Science degree in Civil Engineering. He completed his Master of Science in Civil Engineering soon after at Clemson University. Upon entering the industry, he earned his Registered Roof Consultant credentials through RCI, Inc. in 2002. A Professional Engineer licensed in North Carolina, South Carolina, and Georgia, Ken has over 17 years of consulting experience relating to roofing, waterproofing, wall and window systems. He joined REI Engineers in 2005 and currently leads our Raleigh office.

When he isn’t in the office or in the field, Ken enjoys running and spending time with his family. He is a husband and a father to three children.

Executive Vice President

Mr. Madonia is a graduate of Belmont Abbey College with a Bachelor of Arts degree in Mathematics. He joined REI Engineers in 2001, bringing to the team a valuable background in building envelope systems as well as general construction. His extensive knowledge of construction documents, specifying, and construction administration ensures successful project coordination no matter the size or complexity. Dave is enthusiastic about continuing education and has worked to earn the following relevant industry registrations and certifications: Registered Roof Consultant, Registered Roof Observer, Registered Waterproofing Consultant, Registered Exterior Wall Consultant, Registered Building Envelope Consultant, Certified Construction Specifier, Certified Construction Contract Administrator, and LEED AP. He is a licensed General Contractor and brings this depth of knowledge along with common sense and practicality to every project he manages. Dave leads our Charlotte, NC branch and shares the technical expertise and experience he has gained in his 21 years in the industry as he oversees his staff.

Dave is a husband and the father to a son and a daughter.  When not in the office or in the field, he enjoys spending time with his family camping and pitching in to take care of their small hobby farm.

Vice President

Mr. Parker graduated from AIU Hoffman Estates with a degree in Business Administration. Throughout his 35 years in the industry as a roofing and waterproofing consultant, he has earned his Registered Roof Consultant, Registered Roof Observer, and Construction Document Technician certifications. Manager of our Charleston office, Roger brings a strong focus on quality design, timely delivery, and successful management of client budgets. He has lead his team in hundreds of projects throughout South Carolina, with recent experience in Cuba and other Caribbean islands.

Roger is a husband and a father to 3 children and 2 grandchildren. When not in the office or in the field, Roger enjoys spending time with his wife in the mountains of Western North Carolina and playing golf.

Mr. Burch attended North Carolina State University, earning Bachelor degrees in both Civil Engineering and Business Administration. He is a licensed Professional Engineer in Maryland, Virginia, North Carolina, Georgia, and Arkansas. With more than 20 years of experience as an engineer and consultant, Kevin leads our Virginia branch in the pursuit and successful completion of roofing, waterproofing, exterior wall and window projects. He excels in the evaluation of existing facilities as well as in the design of exterior systems for new construction and renovation projects. Kevin is a road warrior, traveling throughout the eastern United States on behalf of REI Engineers and the Richmond team.

Kevin is a father to two children, a son and daughter. When not in the office or in the field, he enjoys spending time with his family, fly fishing, cycling and running.
